Jocelyn was happily playing in her grandmother’s yard on Jennings Drive when she disappeared around 4:35 p.m. Thursday. The family immediately alerted authorities, who quickly launched a massive search operation involving street blockades, extensive sweeps with K-9 units and broadcasting Jocelyn’s photo throughout the neighborhood.

That’s when Boggs spotted the kidnapped girl in the kidnapper’s car, prompting him and his friend to pursue her. As the car stopped, Jocelyn ran toward Boggs, seeking safety. The heroic teenager wasted no time and took her straight to the police, who immediately notified her distraught mother and reunited the family.

Praising the courageous actions of Boggs and his friend, Sergeant Jeff Jones acknowledged that their pursuit could have disrupted the kidnapper, leading to Jocelyn’s release. The girl’s grandmother, Tracey Clay, overwhelmed with gratitude, expressed her deep gratitude to Boggs, calling him their hero. She expressed the unimaginable fear that gripped their hearts during these harrowing hours and highlighted the importance of these selfless acts to save innocent lives.

According to the police investigation, the suspect drove Jocelyn approximately 800 meters from her home in a brown, burgundy or purple sedan, probably a Chevrolet. Reports say he lured the child with the promise of buying ice cream and was heading to an ice cream parlor.

It is unknown where Jocelyn was at the time of her disappearance and before she was spotted in the kidnapper’s car by Boggs. However, local news outlet WGAL provided a description of the suspect, mentioning that he was wearing green shoes and pants, as well as a red and white striped shirt. The suspect also walks with a visible limp.

As the investigation unfolds, the community is united in admiration of the courage of Boggs and his friend, recognizing their instrumental role in saving Jocelyn from a potentially devastating ordeal.
